The libclc-mx6 is required when doing C development so we add it as
runtime dependency of libopencl-mx6-dev to easy it's deployment and
avoid it to being included in all rootfs.

libCLC would be required all the time, not just for development.  The CL kernels are always distributed as source as part of the software runtime.
